The Health Insurance Portability and Accountability Act (HIPAA) of 1996 provides rules to:
- Improve the portability and continuity of health insurance coverage for workers and their families when they change or lose jobs; and
- Control health care fraud by developing Administrative Simplification (AS) provisions that establish a set of standards for the electronic exchange of health information.
HIPAA's AS provisions provide rules to protect the privacy and security of protected health information.
