- The majority of private sector labor law for the State of Hawaii falls under the federal National Labor Relations Act (NLRA). The state does, however, regulate labor relations for employers that are not subject to the jurisdiction of the National Labor Relations Board by means of the Hawaii Employment Relations Act.
