- For private sector employers in Missouri, labor union organizing and labor relations generally are governed by the National Labor Relations Act (NLRA) which has exclusive jurisdiction. However, where the NLRA has no jurisdiction, Missouri law can apply. See Right to Organize and Bargain Collectively.
